HER MAJESTY'S OVERSEAS CIVIL SERVICE (HMOCS): AMENDMENTS TO THE

SPECIAL REGULATIONS

Problem

1. To amend Her Majesty's Overseas Civil Service (HMOCS)

Special Regulations in accordance with an earlier decision to

bring to an end enrolment by Hong Kong officers in HMOCS.

Recommendation

2.

That the Secretary of State sign an amendment to the HMOCS

Special Regulations. Our Legal Consultant and the ODA agree.

Background

3. The Secretary of State gave his approval in January 1993 to

a number of policy issues on Hong Kong officers transferring

from contract to pensionable service and to HMOCS status. These

included, inter alia, that 28 February 1993 should be the final

date for officers to apply for membership of HMOCS; and that 30
