1. Dave Fish has obtained from Don Raison the gist of the likely Treasury response. They (officials) are not prepared to consider a sterling safeguard at a rate less than 26:1. On the Compensation Scheme, they are prepared to move to Option D with a cap of £120,000.

Don Raison felt that there was no point in continuing discussions at the official level as the gap is so wide, and that a political decision is now required.
