The compensation scheme will need to be presented to HK HMOCS as a final offer. There should be no expectation that it could be improved upon in the event that the HKG does not introduce arrangements for early retirement. Such arrangements, along with the legal obligation to pay HK HMOCS pensions, are entirely a matter for the HKG and its post-1997 successor.

My proposals would still involve HMG taking on substantial contingent liabilities on behalf of the 2,000 HK HMOCS on top of the substantial liabilities we already have for protection under the SPOS Regulations. Ι believe it is a reasonable and fully defensible response to the concerns of HK HMOCS officers.
