Dear Mr Orchard,

sanctions Against Serbia and Montenegro

J

I am grateful for the advice given in Mr O'Shaughnessy's letter of 19.7.1993 to MI A R Clark of this

Branch.

Due to a

misprint, the reference to your Telno 559 in Mr Clark's letter of 9.7.1993 should have been Telno 566. In that telegram, at paragraph 4, we were advised that forfeiture does not necessarily require a higher degree of proof than under Article 4(7), ΟΙ at least Article 4(7) (b), and that in respect of ships on the UK list there should be no need to obtain further evidence of sanctions violations unless representations received under Article 10 make this necessary. We are under the impression that that advice suggests that we are legally in a position to proceed with forfeiture оп the same evidentiary basis upon which we impounded the C. Blanco.

please.

I should be most grateful for your clarification, I apologise for the confusion caused.

!

Yours faithfully,

(Daniel SIN)

for Secretary for Economic Services
