Problem

1. How should we inform the Chinese of our new plan for the withdrawal of the garrison, if it is approved by OPD (K); and how should we co-ordinate this with our public announcements of the new plan.

Recommendation

2.

I recommend that we should agree to the Governor's proposal that the Chinese be informed in the JLG as soon as a decision is

made; that the Minister of State should call in the Chinese Ambassador in parallel; and that our public announcement should be made three weeks after that. I submit a telegram (which the Governor needs deskby 180900Z so that he can inform ExCo).
