My second observation concerns manpower. The potential presentational sensitivities of the Hong Kong rundown have long been recognised. Indeed I would argue that PR/PInfo work will increase as the size of Garrison reduces and the number of media representatives in Hong Kong increases. CBF will face a difficult task in re-shaping the size of the Garrison and I am anxious to ensure that proper support is retained on the PR/PInfo side. The insertion of the following sentence in line 7 of para 30 would cover the point:

.. DPR(HK). In order to manage the potentially complex presentational aspects of the withdrawal particular care will have to be taken to ensure DPR (HK) has a PInfo staff of suitable size and seniority.
