Thank you for sight of Reference A. I am content that the overall tenor of the paragraphs dealing with presentational issues accurately reflects the proposals made for previous documents. I do however have two areas of concern.

The first is Command and Control. Paragraph 30 effectively restricts my responsibilities to giving direction on "strategic and long term matters". Hopefully if all goes well that will be the practical reality but in circumstances as potentially sensitive politically as the Hong Kong rundown I believe a more flexible approach to PR/PInfo is required, to allow direction to be given on other matters should needs arise. I would prefer the relevant section of Para 30 to read as follows:

"... intervals. Responsibility for overall PR/PInfo policy direction in Hong Kong rests with the Press Secretary in MOD, although day-to-day management will be directed by CBF through DPR (HK).'

This is, of course, similar to the wording agreed in the previous 2 star policy document circulated under cover of Reference B.
