HONG KONG: OPD(K) PAPER ON THE FUTURE OF THE GARRISON
1. I attach a copy of a draft OPD (K) paper proposing an accelerated rundown of the garrison in Hong Kong. The MOD hope to be able to submit it to their Secretary of State early next week. We will be submitting in parallel to the Secretary of State. The paper has been includes comments by the department and Sir R McLaren. The Governor has seen it and is content save for the reference to Hong Kong being in breach of its obligations under the Defence Costs Agreement (see the penultimate sentence of Para 3). We are attempting to agree a deletion of this point with the MOD.
