I see no reason to dissent from this judgement, and therefore recommend that the Secretary of State endorse the paper as a Joint Memorandum in the names of himself and the Defence Secretary. We are planning a meeting of OPD (K) on 1 July to discuss the talks on constitutional issues; but it may be that the Prime Minister will conclude that this paper

can be dealt with in correspondence.
