OPD (K) PAPER ON RUN-DOWN OF THE GARRISON: TWO STAR DRAFT

The MOD have now circulated the two star draft of the OPD(K) paper (attached). The draft takes into account changes and contributions made by us on the first draft. However the MOD still wish to retain reference to HK's being in breach of the DCA by not paying this year's contributions in full (see the penultimate sentence of para 3 and the final sentence of para 14). CBF is showing a copy to the Governor for his comments.
2.
We will wish to ensure that we see the final version of the paper before MOD put it to their Ministers, as we will wish to submit to the Secretary of State in parallel. I submit a letter from Mr Hum to David Bowen in MOD. MOD have asked for comments by the close of play on 25 May.
