Initially costs lie on MOD votes and are
recovered through quarterly bills raised in mid-quarter, together
with an annual reconciliation. Since the MOD introduced the New
Management Strategy in April 1991, which places greater emphasis
on accountability with responsibility, these costs have been
disaggregated across a range of budget holders. Although the
majority of costs are picked up within Commander British Forces
(CBF) Hong Kong's budget, there are significant amounts met
elsewhere such as air movements and the provision of equipment
spares.

Occasionally Headquarters British Forces Hong Kong have
released information which does not take account of costs for
which responsibility lies with budget holders in the UK. In
other words, expenditure that cannot be reconciled with DCA
costs. This has, not surprisingly, led HKG to assume that MOD is
actually making a profit from the DCA arrangements.
