an assessment made by MOD D of D Log (Mov) on the likely availability

of air assets for this task. The importance of the airhead to the

success of JTP 30 makes it highly desirable for at least one suitable

landing facility in Hong Kong territory additional to Kai Tak to be

identified: for use instead of or in addition to Kai Tak, dependent

upon the operational situation and level of usage that any such

airhead runway could support. There is also a requirement to identify

a new diversionary airfield to support JTP 30. The enhancement of JTP

30 would allow reductions in stock levels in Hong Kong, substantially

easing the rundown of the defence estate and producing commensurate

manpower and financial savings. A UK-based training package for use

by units and formations that are warned to implement JTP 30 in the

future should be developed. The requirement to exercise reinforcement

plans and procedures directed by COS in the 1991 Review will be

achieved in 1993 through the HQBF Hong Kong Exercise JOINT EMBLEM

series of exercises, subject to their clearance to proceed in the

light of the future political situation in Hong Kong.

33. JTP 68. The current LEP and LEC manning situation does not

indicate a need for any major revision or future early implementation

of JTP 68. The plan should be reviewed in 1993 however, to take into

account possible changes in the future detailed requirement. HQBF is

examining with the Joint Planning Staff (JPS) the need to develop

additional JTP to effect the reinforcement of Hong Kong by individuals

and formed logistic units during the later part of the rundown of the
