1. As you know, the Minister approved your submission of 10 March and the draft telegram issued as FCO telno 246 to Hong Kong.

The Minister also commented that "This scandal is now certain to be exposed. We must act urgently to limit the damage. Meeting soonest please. Details of visits, cars, overall costs, functions performed to be requested please." Sir J Coles, Mr Hum, Mr Callway and you (with any other copy addressees who wish to attend) are meeting the Minister to discuss this issue at 16:45 on Wednesday 17 March.
