The Governor's views will be crucial: we will also consult SecPol Dept as you suggested. On the immediate issue, I remain sceptical that any of these major cuts could be implemented in time to affect costs in FY 93/94, and believe that the MOD will probably have to accept that as with 92/93, some of the costs of the garrison will have to be rolled forward for payment in the following financial year.
