The Hong Kong Telephone Co Ltd., is responsible for operating and monitoring the local telephone service on a 24-hour basis. In the absence an independent and comprehensive Government network, the continued operation of the telephone system would be of particular importance in an
emergency.
If it failed, the transaction essential Government business would be greatly hindered, and public morale would suffer especially as the emergency '999' system would cease to exist.

Since most telephone exchanges are built to high standard of physical security, the main threat to the system is unlikely
be sabotage, though individual cables could be damaged. Problems could occur if the system was overloaded by too many calls,
if regular maintenance became impracticable. In these circumstances the Telephone Company could disconnect parts of the system to reduce overloading.

Priority for repairs and maintenance work would be given to Government departments with essential
emergency functions, essential firms, Security Forces connected to the public networks and hospitals, ambulance stations and doctors.

Hong Kong Telecom International Ltd is responsible for the provision and maintenance of international telegraph, telex, telephone, radio and TV services, as well as a number of specialised communications services for the Government and the Security Forces.
