The Secretary for Home Affairs and his Regional Secretaries will be responsible for promoting public confidence in the Government, assisting in the Government's information effort and keeping the Government informed of the views of the public.
District Officers will co-ordinate
the
17. opening of reception centres to accommodate people stranded during a curfew. They will also co-operate in the implementation of whatever other emergency measures are necessary in their districts, and will liaise with the local officers of other departments for this purpose.
They will keep their Regional Secretaries and the Secretary for Home Affairs briefed on the situation SO that reports can be passed to GSECC.
