Outside Broadcasting resources (both radio and television) will be deployed and used as necessary to cover events, to broadcast messages from senior officials (e.g. HE, S for S, CP) and to assist the local commercial TV and radio stations. Audio-visual material will also be made available to overseas TV and film representatives as necessary.

TV AND ENTERTAINMENT LICENSING AUTHORITY
16.
CTEL will advise IPC on matters relating to the local commercial TV and radio stations. His staff will monitor TV programmes and prepare reports and summaries. Stations will be expected to carry balanced and accurate reports of events. Further details of CTEL's responsibilities are given in Part IV.
CENSORSHIP
17.
In an emergency
it may be necessary to withhold or delay the publication or broadcasting of information. It will be Government's intention to avoid invoking its powers to do this under emergency regulations unless there is no alternative. Rather the co-operation of editors and, if necessary, proprietors will be sought. (See also Part IV of
this chapter and Part I and Part II of Chapter 7.)
