During a civil disturbance which threatens Hong Kong's internal security the Buildings and Lands Department will ensure that essential repairs are carried out to private buildings and installations.

THE ORGANISATION

The responsibility for the essential repair of buildings is with the Buildings Ordinance Office.

The Buildings Ordinance Office is committed to maintaining a 24 hour-a-day service of expert advice in case of danger, real or suspected.

During an emergency, as many possible would continue normal duties and man the office during office hours, to deal with problems as they were reported. Outside office hours, the existing radio paging system would still operate in order to facilitate contact with the duty officer.

This 24 hour-a-day service would enable essential repairs to be carried out in all but exceptional circumstances.

However, should circumstances require it, the BOO emergency organisation could be activated by the Government Structural Engineer (GSE) to take over these responsibilities. This organization, framed on a shift basis, would stand-to in the Buildings Ordinance
