In

the event of curfews being imposed over a wide area for a protracted time, breaks will have to be arranged to enable people to do their shopping.

29.

Arrangements to control crowds at the markets and shops will be worked out by the Food Unit in conjunction with the Police. Some policemen will certainly be needed, but the bulk of the manpower can probably be provided by USD, RSD, HD and the CAS.

ASSISTANCE PROVIDED BY SOME MAJOR LOCAL COMPANIES

The following are the main companies which could assist the Food Unit in carrying out its tasks.

The Dairy Farm

Dairy Farm would endeavour to provide the

following services in an emergency :

(a)

the maintenance of its cold storage

facilities;

(b) the maintenance of supplies of ice to

the fishing fleet and markets;

(c)

(a)

(e)

the provision as required of dry foodstuffs to Security Forces, auxiliary services, Government canteens etc;

the opening of its supermarkets where possible for the sale of food to the general public;

the continuance of its dairy operations, (especially milk supply to hospitals);

and

(E) the continuance of aircraft catering.

The Garden Co. Ltd.

32.

The Garden Company has the largest bakery in Hong Kong.

In an emergency it will be responsible for providing and distributing supplies of bread and biscuits to retailers as well as to the Security Forces and essential workers. It will use its own transport for this purpose where possible, but its vehicle fleet may need to be supplemented.
