HOUSING
Responsibilities
The Housing Department is responsible for building, managing and maintaining public housing estates and Home Ownership Scheme flats as well as a number of flatted factory estates. It is also responsible for the control of squatters, for clearing squatters from sites required for development, for paying ex-gratia compensation to shops, factories and other undertakings involved in clearances, and for developing, managing and maintaining temporary housing areas and transit centres. The Housing Department is the executive arm of the Housing Authority.

Legislative authority for the responsibilities of the Housing Authority is contained in the Housing Ordinance (Cap. 283), the Crown Land Ordinance (Cap. 28), Summary Offences Ordinance (Cap. 228), Public Health and Municipal Services Ordinance (Cap. 132), Water Works Ordinance (Cap. 102) and the Deeds of Mutual Convenant in the case of Home Ownership Scheme Courts.
Aim

It will be the aim at all times to maintain essential services (on a 24-hour a day basis where applicable) and stand-by staff after normal working hours and emergency hot-lines are available for this purpose. In the event of civil disturbances, Housing Department operations might well be interrupted. This chapter sets out the principal threats and the means of countering them.
