Medical and Other Supplies
18.
The HA operates
an essential distribution network delivering linen and laundry, drugs, blood, stores etc. Transport is provided by the HA. It would be essential that this be kept running.

If any HA vehicles were damaged
or destroyed it would be necessary to call for assistance from the Government Land Transport Agency to maintain the essential services.

Likewise, if fuel for vehicles and hospitals short, the GSECC and the Oil Supplies Unit would be asked to help (see Chapter 10, Part V). Additional medical supplies would be provided by DGS.
Linen
21.
Clean linen supplies are critical as laundry services cannot be disrupted for longer than 24 hours without serious problems arising for hospital activities.
22. Laundry,
There
are 4 public laundries: Chai Wan Queen Elizabeth Hospital Laundry (operated by HA), Pik Uk Prison Laundry and Tuen Mun Hospital Laundry (operated by CSD). The most vulnerable of the 4 laundries is Chai Wan which employs 80 staff on each of two shifts.

It would be necessary to provide security arrangements there.
However, if Chai Wan was knocked-out, the problem could be offset by the CSD increasing the shifts at Pik Uk and contracting out arrangements on a short-term basis.
COMMUNICATIONS
24.
Communications would be by radio telephone or ordinary telephone. However, radio telephones linked to the GSECC are available at DH/HA Head Office and Queen Elizabeth Hospital only. In the event of major civil disaster, portable telephone will be carried by the emergency team near to the scene of disaster.
