States, and operate with the agreement of the host Government. Sanction Assistance Missions, composed of Customs experts serving under CSCE and EC auspices, are helping States neighbouring Serbia and Montenegro to implement UN sanctions.

One of the landmark decisions of the Helsinki meeting was agreement to a mandate allowing for the deployment of peacekeeping forces under CSCE auspices. The force could help to supervise and maintain a ceasefire, monitor troop withdrawals, support the maintenance of law and order, provide humanitarian and medical aid, and assist refugees. It will operate according to the principles established under Chapter VI of the UN Charter as well as the regional framework established by Chapter VIII. CSCE operations will be impartial, and will be conducted with the consent of the parties directly concerned, under an effective and durable ceasefire, and in support of a political and diplomatic process to establish a lasting settlement of the dispute. They will not however entail enforcement action. The CSCE may request the resources of the EC, NATO, the WEU and the CIS for peacekeeping operations.

The CSCE has committed itself to sending a monitoring force to Nagorno-Karabakh when a ceasefire is agreed between the conflicting parties there. This will be the CSCE's first attempt to engage in traditional peacekeeping and as such will be a test of its ability to fulfil the Helsinki peacekeeping mandate."

Chapter 2

These comments on Chapters 2-4 are only offered by way of substantive amendments. We should prefer to see them radically revised. Do we really want, for instance, to list all these military tasks, including HMY, our exact posture in the Falklands, Cyprus etc? Do we have to discuss the Franco-German Corps? If so what do we say about Belgium
