Box on Options: We doubt whether there needs to be a box devoted a review which has now been overtaken, at least in part. We would prefer to see this material condensed and made to replace 7-8 of Chapter 1. In particular, the reference in paragraph 7 to "the collapse of Soviet power" should be deleted.

Amend paragraphs 1-3 to read

"The July 1992 Helsinki Summit adopted an ambitious

agenda for the CSCE, mainly on preventing conflict in Europe. The Helsinki meeting agreed that the CSCE should send missions to areas of potential conflict to defuse tension and to promote respect for human rights; also that the CSCE should become a regional arrangement under Chapter VIII of the United Nations Charter; and that CSCE peacekeeping operations could be undertaken in certain circumstances.

The CSCE comprises 53 participating States. Their representatives discuss political and military issues in the CSCE Vienna Group and in the Forum for Security Cooperation in Vienna. There are a number of 'ad hoc' groups dealing with specific CSCE issues in depth. The CSCE also meets periodically at Senior Official level at the Committee of Senior Officials in Prague.

New structures and institutions have been created to strengthen the capacity of the CSCE to fulfil its mandate. They include a Secretary General to act as the representative of the CSCE Chairman-in-office and to oversee the work of the CSCE institutions; a High Commissioner on National Minorities, to provide early warning to the participating States of the potential for minority disputes to turn into conflict; and the Forum for Security Cooperation which considers military security issues. The CSCE has also developed procedures for resolving disputes peacefully through mediation, conciliation and arbitration.

The CSCE has put the Helsinki Summit declaration into practice: it has resident missions in Kosovo, Sandjak, Vojvodina, Skopje, Estonia, Georgia and Moldova. The missions mediate between the local Communities and the local authorities on issues which have the potential to develop into conflict. In the case of Georgia, the mission liaises between the tri-lateral peacekeeping forces in South Opuses and the local community to sustain an effective ceasefire. In all cases the missions are small, inexpensive, comprised of experts seconded by Governments of the CSCE participating
