HONG KONG: CHANGE IN SENIOR APPOINTMENTS: INFORMING THE CHINESE
1. The Secretary of State approved some time ago the
appointment of Anson Chan to succeed Sir D Ford as Chief
Secretary.

The Governor intends to announce this and a number of
consequential changes on Tuesday 21 September. These changes
are set out in the attached telegrams. The most significant
are:
Michael Sze will move on from his present job as Secretary for
Constitutional Affairs in February to take over from Anson Chan
as Secretary for the Civil Service. Michael Sze will be replaced by Nicholas Ng, a rising star who has been Sir D Ford's right hand man in recent years, as Director for Administration. The timing of these moves is intended to allow Michael Sze to
see out the electoral talks. He will then take on the tricky
task of running the Civil Service in the years up to 1997.
Richard Hoare will take over as Director of Administration.
The Minister will recall that Mr Hoare was Private Secretary to
successive Governors. He will again be closely involved in many of the key issues affecting the transition.
