YOUR TELNOS 1472-1474: CHANGES IN SENIOR HONG KONG GOVERMENT PERSONNEL

1. I agree that it would be right to give the Chinese warning of the announcement of these appointments and should be happy to do so on Monday 20 September. I would ask to see Lu Ping but for the reason the Governor gives I would also almost certainly have to settle for Chen Ziying or one of the other senior people in the HKMO.

In order to ensure that I get an appointment reasonably early on 20 September I should like to put in a request for one tomorrow,

When I see 17 September (without of course revealing the subject). Chen I would take the opportunity to give him a copy of the Secretary of State's message to Qian Qichen, if he has agreed to send one and my advice on timing of its delivery is accepted. would need to call on the Foreign Ministry first, in order to deliver the top copy of the message (and I would let them know that I would be giving the HKMO advance warning of changes in senior Hong Kong Government appointments).

3. It would be helpful if Hong Kong could fax to me the CVs of the senior officials who will be moving (other than Sir D Ford). would hand those over.

One further thought. It would be a nice gesture if the Governor were to send Lu Ping a short personal message about these appointments which I could deliver. But this is not essential.
