Mr Ng rejoined the standing Commission as the Secretary-General
in 1989 until he took up his present appointment as Director of
Administration in 1991.
Mr Albert Law, JP (aged 53)
Mr Lam first joined the civil service in 1959 and was
appointed to the Administrative Service in 1966. He rose to his
present rank of Administrative Officer Staff Grade A in January
1993. Mr Lam served in a number of departments and branches
including the then New Territories Administration and Home
Affairs Department, Urban Services Department, Civil Service
Branch and Standing Commission on Civil Service Salaries and
Conditions of Service. He was Deputy Regional Secretary (Hong
Kong and Kowloon) from 1982 to 1985
to 1985 and Deputy Commissioner
(London) from 1985 to 1988. On return from UK in 1989, Mr Lam
served as Deputy Secretary for Transport until he took up his
present appointment as Regional Secretary (New Territories) in
the City and New Territories Administration in 1991.
Mr Richard Hoare, OBE, JP (37ed 43) (44_o8 27.9.93)
Mr Hoare joined the Administrative Service in 1972 and
rose to his present rank of Administrative officer Staff Grade A
in January 1993. During his early years, he served in the then
Home Affairs Department and New Territories Administration, the
then Social Services Branch, Social Welfare Department and Civil
Service Branch. Mr Hoare was seconded to the Foreign and
Commonwealth office in 1982 to 1985. After a short spell in the
