The Political Adviser's Office
1995-1997
This note seeks to amalgamate plans for the current PA's Office together with proposals relating to certain 'United Kingdom' functions of the HKG and describe a single office combining these functions with the roles of the PA and the DPA. The crucial date for change is 1995.

This note should be considered in the context of
developments relating to the future British Consulate General. At some point a number of HKG functions between 1995 and 1997 e.g. the JLG support role of Constitutional Affairs Branch; certain immigration matters, such as the British Nationality Scheme, UK visas and asylum applications will need to be
assimilated into the British Consulate General. This will
probably need to be done in stages.. Part of CAB's JLG element (e.g. 'British' files) may move first to the JLG office and
subsequently with it when that office moves into the new
Consulate General. The transfer of British consular functions
from Immigration Department to the establishment of the Consulate General will also be a major move in this period.

Arrangements for the PA's Office from 1995-97 will have
to dovetail with the establishment of two new offices within the Secretariat, which between them will perform most of the current PA's Office functions from 1995. These are:
(a)
Mainland Affairs Office. Based on CAB, in 1995 it should absorb the APA job dealing with Border Liaison and related local matters, and the Senior Research Officer job.
