CHAPTER II - Terms of Appointment

New Terms of Appointment

With effect from an implementation date, all new recruits would normally be appointed on new permanent and pensionable (P&P) terms. Where there is a need for professional expertise for a specific period of time and/or where suitable candidates are not attracted to P&P terms of appointment, new agreement terms would be offered. This would be for a specific duration.

Civil Service Regulations at present contain no definition of a "local" officer. There are guidelines on who is eligible for overseas conditions of service on first appointment (see paragraph 1.4). The system operates on the premise that anyone who is not eligible for overseas conditions is automatically eligible for local conditions. Preference is given to those who are eligible for local conditions in two ways -

(a) on recruitment; and

(b) when considering renewal of contracts.

The localisation policy - by which is meant the two elements described above- has been a central feature of civil service employment for many years. It should remain so. It is perfectly natural and indeed very desirable that the civil service should be in the hands of local people.
