applications should be examined by the relevant Head of Department/Grade, who should indicate whether a particular application is supported and why. The application should then be submitted to the relevant Departmental Division of Civil Service Branch, which would then forward the case to the Public Service Commission for advice where appropriate. A set of guidelines is at Annex B for use by HOD/HOG in processing applications from overseas agreement officers for change to local terms.
