as a concession to the children of overseas officers

and expatriate employees to enable them to enjoy

overseas terms. However, in accordance with Regulation

100 (13) (see paragraph 5 (1) above) such a child will

only be appointed on overseas terms if a fully

qualified and suitable local person in unavailable,

and the qualifications for appointment cannot be

modified to enable a local candidate to be appointed.

If such a person is appointed, then it will be on

overseas terus, even if he would prefer local terms,
