It is true that since Phuong had no 'Ho Khau' (they knew

that well before Phuong married Chinh), he could not have his

marriage registered. He could neither register the births of his

children nor apply for 'Ho Khau' for them. Since their marriage in

November 1979 (different date given), the couple lived at 20 Nha

Chung, Hanoi for about 20 months. To avoid disturbances of the police who visited their house every now and then for enquiries,

the couple moved to Phuc Tan of Quan Hoan Kiem, Hanoi, Phục Tan is

not a suburb of Hanoi and it is only 3 kilometers from Nha Chung

and which is situated in Quan Hoan Kiem. 'Quan' means 'district'

in Vietnamese and Quan Hoan Kiem and Quan Ba Dinh are the two

commercial centres of Hanoi with the concentration of all the

Government Ministries and Embassies, including the British Embassy

(please see copy of map of the city of Hanoi). Phuong did try many

times to resume his 'Ho Khau' but in vain. Every time, Phuong

approached the police by himself and Quang never accompanied him

for such purpose. In fact, Quang was only appointed by the 'Street

Co-operation Committee' to organize street cleaning and security

work etc. for the Committee. He was not a government official and

he'did that without pay.

Both Hang and Son confirmed that the three older children of

Phuong attended Truong Tran Quoc Toan (Truong means 'school" in

Vietnamese) which was a public school. As Phuong had no 'Ho Khau',

the children were under the sponsorship of Hang for school

registration.

Before they left for Hong Kong, Le Bau Voan was in

'Primary 3, Le Ngoc Cham in Primary 2 and Le Bau Ngoc in
