Membership of the SSCPS is extended to Model Scale I staff, Staff of Artisan / Senior Artisan grades, female officers and certain disciplined services officers who were previously excluded or exempted. All such officers serving as at 1 February 1993, except officers appointed on agreement terms, who are not members of the SSCPS or WOPS, may elect to join the SSCPS within the 6-month period from 1 February 1993 to 31 July 1993 with the further option of buying back past contributory service since 1 January 1978 or,
if later, the date of their first appointment. Officers who held the post of senior artisan or. artisan on 1 October 1989 have a further option of buying back past contributory service since 1 October 1989.
Members of the SSCPS and WOPS who have elected to cease contributing to the schemes under (a) (i) and (ii) above, and all other eligible officers who do not join the SSCPS as soon as they become eligible, may elect to join the SSCPS within six months after marriage or re-marriage, with the further option of buying back past contributory service.
Members of the SSCPS or WOPS may opt out of the respective scheme within six months upon divorce, death of spouse, or when a WOPS member's last child ceases to be pensionable and he has no wife. They may rejoin the SSCPS upon re-marriage with the further option of buying
back past contributory service.

Based on actuarial advice, new entrants to the SSCPS on
or after 1 February 1993 will contribute at 3.5% of salary. Serving members who remain in the scheme will continue to contribute at the former rates of 3% or 4% of salary as appropriate. However, serving members of SSCPS and WOPS will be regarded as new entrants if they opt out of the schemes and rejoin the SSCPS later.
There will be regular actuarial reviews of the rate of contributions for new entrants to the SSCPS.
