Please refer to your 13 November minute on the above. agree that Hong Kong are probably carrying far too many old records which can be, or should have been, destroyed. Regarding important or high profile consular cases, we probably have background and other information duplicated already in the Department.

My comments on the various areas of interest to Consular Department are:

(i) Consular cases (paragraph 2(g) of Mrs Tong's letter)

These papers can all be destroyed before the change- over, though of course any current/on-going cases at the time will need to be handed over to the HK BCG.

(ii) DSPs, policy and procedure files and UK related matters

(paragraph 2(i))

I see no alternative but for these to be passed to the HK BCG; some sifting out by them may then be necessary. But if the volume makes this impracticable then I suggest we be supplied with more detailed information on the material and files involved in the hope that we decide that some can be destroyed.

(iii) Attestation of declaration from UK electors (paragraph

2(g)(iv)

I do not think these records need to be retained or transferred; they can be destroyed.
