NEW CONSULATE GENERAL

1. I enclose revised versions of the draft overall objectives: the paper on staffing needs of BTC will follow, with a few amendments to the one I gave you. These incorporate a few additional points. FCO, JLG and POLAD have yet to comment.

2. If you see no objection, could these please be copied to those who will be involved in meetings this week in London especially DTI, OED, RMD, HKD and Head of PUSD. I am copying this letter and enclosures to Alan Paul, who is liaising with us on the various issues on behalf of the JLG.

As discussed with John Morris on the telephone after your visit it would greatly help us if HKD had one desk officer I made this responsible for monitoring all aspects of the BTC. proposal not so much with the new Consulate-General in mind but more out of concern for the proper handling of commercially sensitive information (and also to ensure we are sent copies of records of meetings in Whitehall with our business contacts). John Meadway is aware of a parallel need on the part of the DTI. I also hope that the desk officer will be able to visit us before too long. There is a lot to talk about.
