Problem
The Senior British Trade Commissioner, Stephen Day has
recommended that an alternative Residence should be leased.
1.
OED
do not believe the cost and man-hours involved in exploring the
proposed alternative are justified unless it can be established that there is a good case for giving up the present residence. Should we pursue?
Recommendation

2. I recommend that, as OED believe there is not a sufficiently
strong case that The Albany Penthouse is so unsatisfactory that a move is necessary, we should not explore the alternative. believe that the only grounds to justify the proposed move would be medical, and that therefore the Medical Adviser should be
asked to visit Hong Kong as part of her planned Far East visit in
January/February 1993.
