Improving BTC

I had a good talk with the Joint Directorate on Friday and we shall need to work with them on:

Putting the new objectives into effect this means, in particular, settling the structure of the Commercial Section and rewriting the priorities and tasks of staff, as well as those for myself and the Trade Commissioner.

- Getting the FOCUS system operational. We have agreed to invite a training team (they have funds) and will close down for a one or two day period for getting everyone up to scratch.

- That will have an affect on the overall management of the BTC. We need to tighten that up, especially paper-handling. Work on that has begun.

The Building

3. I think there will be one last opportunity to review the plans and feed in any comments that is during (or before) detailed negotiation of the architect's brief. I talked this over with Alex Smith (OED Planning Officer) after our meeting on 17 July. It might be done in Hong Kong or when I return to London in mid-September. That is an important deadline: one of the tasks of our local co-ordination group will be to fend off any after-thoughts.
