I prepared the following thoughts for Mr Hum's meeting today and will pursue in the light of our discussion:

Next step: objectives

- Once we have roughed out new draft objectives. I suggest I should talk them over with the Minister of Trade. I shall travel with him back to Hong Kong and we will have 4 days together, some of it with the Governor.

- I will then let you have any further changes so that you can see if other Whitehall Departments have comments.

Meanwhile we will begin with our TMR and local budget bids for next year.

- I should by then have a steer from RMD and the Joint Directorate about what additional funds we might expect during the current financial year for strengthening the LE base.
