The programme is to commence work, subject to Treasury approval, on site by mid- 1993, with main construction completed by the end of 1995, and occupation by mid-1996. OED has the necessary funds (at present estimated at £22.5m) in the capital programme, as the result of a successful additional PES bid two years ago.
