Lord Caithness accepted, inter alia, the recommendation in OED's submission of 15 November 1991 that we should invite outline design proposals from 5 architectural practices (and he subsequently agreed to the inclusion of a sixth firm - Llewellyn-Davies Weeks).

Accordingly, OED commissioned outline design proposals to a detailed brief for offices for the British Consulate General (including British Council) plus 9 units of junior staff residential accommodation. The proposals were submitted on 13 April: all complied relatively closely with the brief, and several were of a very high standard. They have been thoroughly analysed by OED and the user and interested Departments (Security, TSD, Joint Directorate, HKD, Consular, MVD, NTCD and the British Council). The Head of OED visited Hong Kong in May with a senior private sector Architect, Mr John Partridge of Howell, Killick, Partridge and Amis, who has considerable experience of the FCO estate and is a widely respected design assessor. They considered the proposals in depth with Swire Properties Projects Limited (our executive Project Manager), the Trade Commission staff and the British Council Representative: the summary report is attached. Mr Hum chaired a meeting of the Steering Committee on 9 June: the record is also attached.

The proposals are outline designs and each would need changes and improvements during design development stages so as to meet the full operational and representational requirements of the Consulate General. The selection therefore needs to be of the proposal that shows the most potential of becoming the building that we really want.
6. The unanimous view of all involved in the selection process is that the scheme submitted by Terry Farrell and Company offers the most promise. It is an exceptional concept and a fine building, well capable of adjustment during the next stages. The drawings are attached. The "runners-up", in the consensus view, were RMJM and Leigh and Orange: a selection of their drawings is also attached.
7. Given the overwhelming endorsement of the Steering Committee and Mr Partridge, I recommend that we appoint Terry Farrell and Company as Architects to take this project forward, with the changes that we require. If this recommendation is accepted, the next step will be for user Departments and the Architects to embark upon an intensive
