PRIVATE TREATY GRANT (PTG): COLVIN HOUSE SITE

Would you please refer to your minute of 13 May to me containing your suggested amendments to the PTG.

At the end of last week I received the enclosed fax from OED. It suggests that Russ Jarvis did not receive the copy of your minute which I faxed to him on 13 May in time for his meeting with the Director of Buildings and Lands on 15 May. At the meeting agreement was reached on a revised PTG agreement which included amendments to special conditions 7(a) and 11(c) (ref Hughes letter 16 May). Mr Jarvis has now written to Mr Hughes asking that your amendments be included in the agreement.

3. OED are unhappy that Mr Jarvis should have gone back to the Department of Buildings and Lands after an agreement had been reached on the PTG. They are of the opinion that the amendments as reported in Mr Hughes' letter meet our requirements. They are also afraid that any further discussion will delay the final agreement.

4. I should be grateful for your comments on whether the agreement that was reached on 15 May meets our needs or whether you still feel that your suggested wording of 13 May should be included in the PTG. If you are satisfied with the amendments as reported by Mr Hughes, OED will speak to Mr Jarvis and ask him to withdraw his letter. As there is some urgency in this could you please let me have your views as soon as possible.
