As we have been unable to speak with all the other

your time I would confirm that my view on the current wording of the PTG in response to the comments made by Russ Jarvis in his fax to you of 14 April (and which arrived during my absence) remains that our ability to use the new building for the purposes of the future Consulate General and British Council is still unreasonably constrained by the rights reserved to the Director General. My reading of para 7(a) does not support the understanding Russ gives in para 2 of his fax while I consider that clauses 11 (b) and (c) would be much improved by the removal of any reference to the need to satisfy a future Director General that what we are doing inside our premises is acceptable to him.
