HONG KONG: DESIGN FOR NEW CONSULATE GENERAL

1. I thought it would be helpful to summarise where this design selection exercise has got to and how I suggest that we should manage its closing stages.

The six short-listed Architects were formally invited on 13 February to accept commissions to submit outline design proposals in response to a brief (which you have seen) prepared mainly by OED and produced by Swires in Hong Kong. All accepted. A briefing session, chaired by Clive Newey, was held in Hong Kong on 3 and 4 March, comprising visits to the BTC (where Mr Heap gave an introductory talk). the FCO Procurement Unit, the British Council, the Immigra- tion Department and a lengthy question and answer discussion (attended also by Mr Cook from Security Department). Further written questions were accepted up to 13 March: only a few were received and answers have been circulated. Two sets of the design proposals will be submitted: one to Swires in Hong Kong on 10 April, and the other to OED in Croydon on 13 April.

3. Swires will mount the proposals in a private room at their offices, and the BTC, the British Council and the Procurement Unit will be invited to make preliminary observations to OED through Swires, who will also assess the proposals from their local project management viewpoint: a Swires building expert will be on hand to deal with queries.

4. Concurrently, OED will set up the proposals in Room 019 in 3 Matthew Parker Street and seek the comments of Security Department, TSD and other interested Departments there. We will pursue that separately through Mr Morris. OED will also be briefing Mr Day there on 6 May. OED's in-house team will prepare an assessment report based on their own and
