Meetings with SWIRE PROPERTIES LTD (Mr Tuomey and Mr Holdaway):
8.1 Mr Newey advised SWIRE that our QS (Geoff Riding) would
appraise the cost aspects of the design competition. Thereafter, we will appoint the design team quantity surveyor following some form of fee competition. (The Consultant Architects were also similarly advised). Mr Tuomey indicated a preference for LEVETT & BAILEY a QS practice with good experience of most major contractors in Hong Kong.

Mr Tuomey and Mr Holdaway said that it may be possible to preserve, by transplating, the two protected species trees and there should be no difficulties in agreeing the landscaping with the planning authorities. Mr Newey pointed out the emphasis laid on landscaping in the design brief.
The budget of £22.5m including fees and furniture was discussed at length with Mr Newey making the points that the estimates given by the architects must be realistic and reflect the space standards set in the SOR and the quality required. Once the estimate had been agreed, subsequent cost escalations except for those caused by inflation, rate of exchange fluctuations, design unknowns such as geotechnical surprises and client changes would not be acceptable.
Mr Holdaway went through the revised programme (Annex A). This is acceptable. It was specifically agreed that the Consultant Architects should produce their design submissions to SWIRE by 10 April 1992 and to OED Croydon by 13 April 1992. SWIRE agreed to set up the completed designs in their office in Hong Kong and arrange via Mr Jarvis for representatives of the BTC, Procurement Unit and British Council to view them: comments on the designs from these Sections will be forwarded by Mr Jarvis to SWIRE (I have arranged separately for Mr Jarvis to copy these comments to me).
Mr Newey explained the Project Authorisation Record
(PAR) system and left a set of PAR forms. SWIRE agreed to complete the details required in the forms at the appropriate stages and forward them to Mr Newey. SWIRE was specifically asked to complete PAR Event 2 as soon as possible.
At the wash-up meeting on 5 March, SWIRE considered that the briefing of the Architects went well: all of them were, apparently, appreciative of the detailed design brief. Mr Holdaway's draft record of the Question and Answer session was discussed and amendments agreed. The revised record will now be typed and issued to all participants.
