on the occasions when it would be required by the Consulate-General. In the event of any dispute the Consul-General would be the arbitrator. I mentioned these points to the British Council at a separate meeting with them. No objection was raised but Mr O'Brien stated that if the British Council assumed the running and maintenance costs the British Council should be allowed to charge the Consulate-General when the latter use it.

Car Parking provision has been made in the SOR for parking inside the secure perimeter for 10 official cars, 9 spaces for the residential units of accommodation and 61 spaces for the Consulate- General and British Council staff. Mr Jarvis confirmed that this would be adequate but was unable, at this stage, to consider the allocation/distribution between the Consulate- General and British Council. However, at the separate meeting with the British Council, Mr O'Brien suggested that the British Council need a minimum 16 spaces (1 for the official car plus 15 for staff). Mr Lee emphasised that there should be provision for a suitable staff pedestrian route between the parking areas and entrance to British Council (BC) building. It was also necessary to have a suitable "put down" point for visitors to the BC. I stated that the Consultant Architects were aware of the latter two requirements.

Funding Mr Jarvis has already made arrangements to obtain 900,000$ (Hong Kong) to pay the fees of the Consultant Architects for the current design exercise. But he needs a forecast of other funding requirements in order to make the arrangements to obtain funds in good time to make the necessary payments when requested to do so. He also requires the subhead, the authority and details of the schedule of payments for the Consultant Architects and SWIRE. For the long- term I advised Mr Jarvis of the specialised equipment and other issues not normally included in the project costs and for which provision would need to be made in the local budget: I gave Mr Jarvis a copy of para 6.3 of the draft Project Sponsor/Project Manager Guide.
