3. My own view is that we have got the flexibility to :

(a) use any spare British Council space;

(b) allocate any spare space (including spare British Council space) for use by governmental bodies. I question the need to go written back to BLD on these two points except, perhaps, to get confirmation of this understanding.

4. The problem, as I see it, remains with any additional space that the British Council may require in that it will need the approval of the Director to allocate extra space over and above

This is the area I the 6500 square metres agreed for the Council. think we should probably try and get some movement. Perhaps you could come up with a form of words you feel will be acceptable to the FCO on this point and I will go into bat with BLD on this matter.
