1. I discussed this briefly with Nigel Cox when he was here and subsequently with James Smith-Laittan in more detail. Building and Lands Department have approached me asking if there had been any further response as a result of my last meeting with them on 3 March. I have put them on hold explaining that I need to refer back to you on a couple of points. BLD did confirm that they will be able to confirm in writing that the Department of Transport are prepared to guarantee pedestrian access to the site.

2. I do have some problems with your telegram under reference. Whilst the first two sentences of paragraph 2 are correct, I am not so sure of the remainder of this paragraph. Any space which might be spare within the British Council's 6, 500 square metres allocation can be reallocated to the British Consulate General (see paragraph 2 (ii) (a) of my fax of 5 March). The use that the British Consulate General makes of its space is covered by paragraph 7(a) of the Special Conditions of the PTG and "ancillary accommodation" covers those Governmental bodies mentioned in paragraph 3 of your earlier telegram 274 of 21 February 1992 to Hong Kong. I specifically brought this point up with BLD, hence the final sub-paragraph of paragraph 2 (ii) of my fax of 5 March. My understanding is that the allocation of space within an existing building to the bodies as described in your telegram 247 would create no problems and would not require the approval of the Director as they are specifically related to the operation of the British Consulate-General and, again, this was confirmed by BLD.
