Proposed Private Treaty Grant of the Colvin House Site for the Future British Consultate-General

I refer to our meeting on 21st

21st January at which we discussed your tabled proposed amendments to the draft Conditions of Grant sent with the District Lands officer/Hong Kong West's letter of 16th December 1991.

As agreed, I have this afternoon passed to you a redraft of the Conditions which highlights the amendments resulting from our discussion. You will that many of your proposed amendments have been accommodated in the redraft and an explanation was given at the meeting where your proposals could not be accepted. I specifically explained why your proposed addition to Special Condition (42) could not be incorporated and suggested that we consider covering the aspects resulting from the status of

from the status of the grantee by means of a letter of comfort.

Assuming the redrafted conditions are now considered acceptable to the grantee, I presume that, apart from the possibility of minor redrafting, no further amendments of substance will be proposed. Would you kindly confirm as soon as possible that the latest draft Conditions are acceptable. I intend to issue a letter of offer of basic terms by the end of next week. This will of course be subject to the approval of the re-zoning by the Town Planning Board.
