to the Federal Department of Justice and Police and have the honour to refer to the Department's Note no B 83486 Ti/be

of 30 October 1992.

As advised in the Embassy's Note No 89 of 28 October 1992

the Hong Kong Bill of Rights urdinance of 1991 incorporated into

the law of Hong Kong the International Covenant on Civil and Political Rights. The Hong Kong Covernment has confirmed that

this legislation is in force. They have also confirmed that

Article 10 of the International Covenant on Civil and Political

Rights is included in the 1991 Ordinance and is therefore part of the law of Hong Kong. A copy of the Hong Kong Bill of Rights Ordinance of 1991 will be forwarded shortly. In the meantime,

the Embassy trust that the Department will not apply any time

limits thai may affect the Hong Kong Government's request for

the return of Li Tzu.

Her Britannic Majesty's Government avail themselves of this

opportunity to renew to the Federal Department of Justice and

Police the assurance of their highest consideration.

Extradition of LI TZU from Switzerland

Τ refer to the Note from the Swiss Federal Office for Police Matters of the Federal Department of Justice and Police dated 30 October 1992. Because it is So discourteous could you please pass a copy to Rod Bunten of HKD together with this letter. It seems odd that the Swiss Federal Office for Police Affairs sent the Note to the British Embassy, rather than the Swiss Foreign Ministry.

would suggest that a reply to the Swiss along the following lines (we have not provided the formal parts of the Note) should be sent by the British Embassy in Berne :
