They have also confirmed that Article 10 of the International Covenant on Civil and Political Rights, is included in the 1991 Ordinance and is therefore part of the law of Hong Kong. The text of the Covenant will of course be readily available to the Swiss authorities. A copy of the Hong Kong Bill of Rights Ordinance of 1991 will be forwarded shortly. In the meantime, we trust that the Swiss authorities will not apply any time limits that may affect the Hong Kong Government's request for the return of LI TZU.
