Thank you for your letter of the 12 November 1992 about the meeting between the Attorney General and the French Minister of Justice in Paris fixed for the 20 November in Paris.

I have discussed with the Attorney General the suggestion that he should raise with the French the extradition request by the Government of Hong Kong in relation to Dr Saniman. Although he recognises the difficulties faced by the Hong Kong Government, he is firmly of the view that raising the Saniman case with the French could seriously complicate UK efforts to secure the return of Akbar. The Attorney General is not therefore minded to raise the case.
